The City of Jersey City, in association with the North Jersey Transportation Planning Authority (NJTPA) and an external consultant team, will be conducting a year-long study to develop the Jersey City Parking Management Plan. The goal of this study is to catalog existing parking supply, determine parking demand by understanding the community-specific needs, and identify the most innovative strategies to manage parking for current and future development the Parking Management Plan will inform zoning regulations, help reduce traffic congestion generated by single-occupancy vehicles and align with the goals in the Circulation Element to limit land dedicated to parking uses near transit stations and encourage the use of public transit and active modes of transportation throughout the city.

We will be providing several opportunities for community engagement throughout the study, stay tuned for announcements of additional meetings.

Columbus Drive has been identfied as a priority pedestrian corridor. This study will evaluate roadway safety deficiencies and develop “Complete Streets” concepts with the goal of improving safety for pedestrians, cyclists and transit riders.

Marin Boulevard is a heavily trafficked, densely populated corridor through downtown Jersey City. This project will improve pedestrian safety and overall operations at seven intersections along Marin Boulevard, from Montgomery Street to Sixth Street.

The City is looking for public feedback on both projects, in order to make them safer and more efficient for all road users.

The purpose of this letter is to memorialize the Village Neighborhood Association’s (“VNA”) stance regarding the above referenced development proposal at Merseles Street, and to address the proposed amendments to the Merseles Redevelopment Plan.

Thank you for taking the time to meet with Councilman Solomon in March and voice your concerns and listen to the projects and ideas the Councilman is working on in Ward E. In response to the concerns and questions that were asked that evening I have attached a letter that directly answers the questions and some materials requested. Attached you will see a word document with the questions asked during the meeting and the answer to the question. There are a few items that we are working towards and require some follow up and working with other agencies with-in the city. Please feel free to share this information with fellow neighbors. Ward E Councilman James Solomon will be meeting with the community on Monday evening to discuss proposed amendments to the Merseles Redevelopment Plan, which covers the large empty area from 2nd to 3rd Streets just east of Merseles, across from PS 5 and Mary Benson Park.

The developer is seeking to build beyond the limitations of the RDP, asking for extra height and density. The proposal is for 5 stories, 69 apartments and 45 parking spaces, which is 1 story and 22 apartments more than is currently allowed, and a parking ratio of .7 cars per apartment instead of 1 per apartment.

As a community benefit, the developer will make 3 apartments affordable housing, and will give $1.1 million to the JCRA to be used toward solving flooding issues at Mary Benson Park.

Because it is an RDP, any changes to the height, density and parking requirements have to be approved by the City Council.
